Submission To Appeal

An appeal can be made to the Agency via the first instance authority (the first instance energy entity) and is handed over directly to the nergy entity which issued the decision in the first instance or it is delivered by post.

The appeal against administrative decisions or conclusions which decide upon request for connection to the electricity/natural gas transmission and distribution systems may be lodged within 15 days after the date of notification of first instance decision. The appeal against administrative decisions refusing access to above mentioned systems, and also to the natural gas storage system, may be lodged within 8 days after the date of notification of the first instance decision (Article 37 of the Energy Law).

Where the appeal has been mailed or submitted directly to the Agency(the second instance authority), the time frame is deemed the same as if it were submitted to the first instance authority.The Agency sends the appeal immediately to the first instance authority for consideration with a further procedure to be conducted in line with the law.

The Agency shall decide an appeal within two months after submission to appeal, at the latest

This decision is final under the administrative procedure. An administrative dispute may be instituted against it by an action of law brought before the Serbian Administrative Court within 30 days after the date of receipt of the Agency’s decision, in accordance with the Law on Administrative Disputes (Official Gazette of the Federal Republic of Yugoslavia, No. 111/09).

The appellant shall pay an administrative fee to the amount of 610,00 dinar when submitting the appeal, in accordance with the Law on Administrative Fees of the Republic of Serbia (Official Gazette of the Republic of Serbia, No. 43/03, 51/03, 53/04,... 59/24, 63/24, 94/24...).

AERS: Joint Natural Gas Transmission Tariffs

Belgrade, July 11, 2025

On the session held on July 11, 2025, the Council of the Energy Agency of the Republic of Serbia has adopted a Decision on Joint Natural Gas Transmission Tariffs. In accordance with the Methodology for Setting Natural Gas Transmission Tariffs, this decision establishes joint natural gas transmission tariffs considered as a whole, which are applied by “Transportgas Srbija” d.o.o. Novi Sad and “Yugorosgaz-Transport” d.o.o. Niš during the first regulatory period lasting three gas years — from October 1, 2025, to September 30, 2028.


Approval of the Natural Gas Distribution System Development Plan of the Distribution System Operator “GAS” d.o.o. Bečej

On the session held on July 11, 2025, the Council of the Energy Agency of the Republic of Serbia has adopted a decision granting approval to the Distribution System Development Plan for the period 2025–2029, along with the Investment Plan for the period 2025–2027, submitted to the Agency by the natural gas distribution system operator “GAS” d.o.o. Bečej.

Approvals of Operational Limitations for Facilities Connecting to the Transmission System

Belgrade, June 19, 2025

On the session held on June 19, 2025, upon the request of the Joint Stock Company "Elektromreža Srbije", the transmission system operator, the Council of the Energy Agency of the Republic of Serbia has adopted decisions approving operational limitations for battery energy storage systems and generation facilities connecting to the transmission system.

According to the Energy Law, the transmission system operator may offer a connection subject to operational limitations, provided such limitation is approved by the Agency.

On the session held on June 5, 2025, the Council of the Energy Agency of the Republic of Serbia has adopted a decision to grant approval of the Distribution System Development Plan for the period 2025–2029, along with the Investment Plan for the period 2025–2027, which was submitted to the Agency by the natural gas distribution system operator “YUGOROSGAZ AD BEOGRAD.”
