Issuance and Revocation

The conditions for licence issuance are prescribed by Articles 22 and 25 of the Energy Law („Official Gazette of RS“, No. 145/14) and the Rulebook on Licence for Carrying out Energy Activities and Certification („Official Gazette of RS“, No. 87/15).

The licence is issued by the decision adopted by the Council of the Energy Agency of the Republic of Serbia upon an energy entity’s application 30 days upon the submission of a proper application for licence issuance.

The energy licence can be revoked temporarily and, afterwards, permanently, for the reasons prescribed by the provisions of the Art. 25 of the Energy Law.

An appeal can be filed against the decision on issuance or revocation of the licence to the Ministry of Mining and Energy of the Republic of Serbia 15 days upon the submission of the decision. A licence holder is obliged to require an amendment of the decision on the licence issuance if there are certain changes relevant for energy facilities, as well as if there are amendments in technical regulations and other types of regulations.

Public Consultation on the Draft Rules on Supplier Switching and Collective Switching of Suppliers and Aggregators

The Energy Agency of the Republic of Serbia has published a public consultation on the Draft Rules on Supplier Switching and Collective Switching of Suppliers and Aggregators on August 5, 2026.

These Rules regulate the conditions and procedures for supplier switching, collective supplier switching and aggregator switching in cases where an end customer has concluded a full supply contract for electricity in accordance with the law regulating the energy sector.


Approval of Transnafta's Investment Plan for the 2026–2028 Period

On the session held on 28 May 2026, the Council of the Energy Agency of the Republic of Serbia has adopted a decision granting approval to the Investment Plan of Transnafta JSC Pančevo, the oil pipeline transmission system operator, for the period 2026–2028.

Approval of Distribution System Development Plan and Investment Plan of Elektrodistribucija Srbije

On the session held on April 23, 2026, the Council of the Energy Agency of the Republic of Serbia has adopted a decision on the approval of the Distribution System Development Plan for 2025-2034 and the decision on the approval of the Distribution System Investment Plan for 2025-2027 which were submitted to the Agency by the Distribution System Operator “Elektrodistribucija Srbije” LLC Beograd.
