On the session held on 25 December 2025, the Council of the
Energy Agency of the Republic of Serbia has adopted a decision granting
approval to the amendments to the Electricity Market Code prepared by the
transmission system operator of the Republic of Serbia, EMS AD.
The main reason for adopting the new Electricity Market Code
is alignment with the new legislative framework, as well as the improvement of
processes and the elimination of shortcomings recognised in previous practice.
The new code improves the functioning of the balancing
market through clearer regulation of the participation of balancing service
providers, which may include aggregators, renewable energy producers, storage
facilities, active customers and other resources capable of providing balancing
services.
The method for calculating deviations of balancing service
providers’ bids from assigned values has been specified, the methodology for
calculating financial risk and determining the acceptable deviation of a
balancing group has been revised, as well as the provisions relating to system,
i.e. ancillary services procured on market principles.
