COOPERATION OF AERS AND PENNSYLVANIA REGUALTOR PA PUC ...
BELGRADE, 2 November – From 29 October to 2 November, representatives of the Energy Agency of Serbia (AERS) and the Pennsylvania Public Utility Commission (PA PUC) initiated activities within the partnership agreed at the beginning of this year.
The Memorandum of Understanding was signed by the Honorable Wendell F. Holland, Chairman of PA PUC and the President of the Energy Agency Council Mr. Ljubo Macic, and on behalf of the organisers of this partnership, by Mr. Michael Harvey, Director of USAID and by Ms. Erin Skootsky, Director of International Programmes in the National Association of Regulatory Utility Commissions of the USA.
The goal of this partnership is the development of practice in regulatory affairs in the Serbian energy sector, and key issues discussed at this inaugural one week meeting were price regulation in gas and electricity sectors, regional energy markets, quality of supply, restructuring of the energy sector and market monitoring.
PUC is one of the oldest and most respected regulators on the USA and Commonwealth markets, established some 70 years ago, initially as a railway regulatory body. Today, this regulatory body monitors the operation of some 6000 electricity, natural gas, telecommunications, water supply and transport companies with the objective of providing good service at reasonable prices.
Established by the Energy Law on 16 June 2005 as an independent body, the role of the Energy Agency is to develop and direct the energy market of Serbia according to principles of non-discrimination and efficient competition.
