No. A licence is not required in the above mentioned case according to Article 44, para. 5, item 4. Namely, a storage licence must be obtained by energy entities providing storage services for third persons.

AERS issues only licence for production of heat energy in CHP plants. The competent bodies of local self-government, the town, or the City of Belgrade are in charge of issuing licences for conducting energy activities of heat energy production in district heating plants, heat energy distribution, heat energy distribution system operation and heat energy supply of tariff customers.

AERS issues licences for electricity generation of total installed power of 1 MW or more (meaning that the sum of all aggregates of an energy entity amounts to 1MW or more).
