PROTOCOL ON COLLABORATION BETWEEN AERS AND COMPETITION COMMISSION
BELGRADE, February 12, 2010 – The President of the Competition Commission (CC), Dijana Markovic-Bajalovic, and the President of the Council of the Serbian Energy Agency (AERS), Ljubo Macic, signed today a protocol on collaboration which shall contribute to further development, stability and control of the Serbian energy market and, in particular, to consumer protection.
Aiming at a more efficient performance of these two independent institutions, the collaboration between AERS and CC so far has been formalized and improved through the protocol, and continuous information and data exchange, as well as harmonization of views on issues of common interest have been agreed upon.
The Agency, as an independent regulatory body, has a role to promote and direct the Serbian energy market development on the basis of principles of non-discrimination and efficient competition. Under the Energy Law, Agency’s tasks, among others, include protection of energy customers and provision of their equal position on the market.
The Commission, as an autonomous and independent organisation, has public authorizations as defined in the Competition Law to foster economic development and social welfare and in particular the consumer benefits. Restrictive agreements, misuse of dominant market position and density of market participants in contravention to provisions stipulating permissible density shall be deemed violation of competition.
