AERS: ITRODUCTION OF ELECTRICITY DELIVERY QUALITY CONTROL ...
Belgrade, January 30, 2009 – The Energy Agency of the Republic of Serbia instituted a monitoring system for the delivery of electricity from the transmission and distribution system, applying as of January 1 this year.
Technical and commercial aspects of delivery quality indicators, the type, scope and format of data the transmission company “Elektromreža Srbije“ (EMS) and distribution associations within the PE „Elektroprivreda Srbije“ (EPS) shall collect, as well as the submission dynamics of these data to the Agency have been defined.
Technical aspects of quality comprise voltage quality at the point of delivery and continuity of supply, that is, the number and duration of electricity delivery interruptions. Commercial aspects represent the quality of relation between transmission/distribution companies and users in the procedure of providing services of connection, metering, settlement, payment, treating technical delivery disturbances, answering inquiries and user requests, suspension and disconnection.
The rules have been defined on the basis of an existing legal framework, requirements and user-customer requests, existing practice in transmission and distribution companies and relevant international practice.
Continuous monitoring of delivery quality will enable comparison of companies’ performances depending on the reached level of quality, as well as introduction of standards which will regulate this area. This will encourage companies to raise the level of electricity and service quality according to the needs and requirements of user-customers and their readiness to pay for such services.
The system for supervision and regulation of electricity delivery which has been established by the regulatory authority respecting justified suggestions of EMS and EPS, will be introduced stage-wise to enable adjustments of necessary metering-acquisition, information and organizational infrastructure in transmission and distribution companies to match user needs and Agency’s requests
