CONNECTION COSTS NEED TO BE SET WITH GREAT CAUTION ...
BELGRADE, 22 September - At the request of PE Elektroprivreda Srbije, the Council of the Energy Agency of Serbia has decided to postpone the application of Methodology for determining criteria for setting costs for electricity transmission system connection and for electricity distribution till 1 December (two months postponement).
The request for postponement is due to the fact that distribution companies, founded by EPS, are not able to set norms for calculating connection costs and setting costs for standard connections in accordance with the Methodology within 60 days deadline and submit these calculations to the Agency.
The above mentioned Methodology, that was approved in July this year, determines the costs, i.e. structure of the costs so that the costs are clear and visible in all elements, for standard, as well as, for individual connections.
Prior to the approval of the Methodologies, significant professional consultations were held so that the optimal solutions could be included and preparations for 1 October ( the initially planned date for the application of the Methodology) made . These consultations are a common practice when it comes to all the regulations that are within the competence of the Agency.
As stipulated by the Energy Law, connection costs are to be paid by person/company who applies for connection and connection carried out by energy entity. The costs are set by energy entities for electricity distribution and transmission and in accordance with criteria and structure defined in Methodologies.
The Energy Law does not stipulate that the Agency or the Government approve costs set in such way so, energy entities have great responsibility for setting costs.
