NEW METHODOLOGIES FOR ENERGY SYSTEM CONNECTION COSTS

The Energy Agency of the Republic of Serbia publishes the drafts of new methodologies for the establishment of costs of the connection to electricity transmission and distribution systems, i.e. to natural gas transmission and distribution systems. The drafts are uploaded on the Agency website: www.aers.rs.
New methodologies provide for the harmonisation with the new Energy Law which has been valid since August 9, 2011.
The methodologies define the criteria for the establishment of costs of the procurement of devices, equipment and materials, of the works which provide for a facility to be connected to the system as well as of the costs of collection and preparation of necessary documents, both for standardised and individual connections.
The costs of the connection to the transmission, i.e. distribution system are set by the system operator by adopting a document based on the criteria defined by the methodology. The system operator is obliged to provide an access to the documents based on which the costs were set to the applicant.
The Agency is authorised to adopt the methodology for connection costs while the Agency is neither liable to determine the very connection costs, nor to approve the documents stipulating the connection costs adopted by the system operators. The system operator is obliged to adopt the decision at the latest 30 days for a customer’s facility, i.e. 60 days for a producer’s facility upon the submission of an application. An appeal can be lodged against the decision on connection with the Agency.
